Sites must have sufficient bandwidth, and preference will be given to sites willing to put it under #redhat-security.blah.blah/, second best is #blah.blah.blah/redhat-security/, I don't really want it going deeper then that. I also plan to impliment load balancing, either through DNS, or CGI redirects, since this thing is generating a lot of traffic.
